Australia holds 2027 student cap at 295,000
On 3 July 2026 the Department of Education confirmed the 2027 National Planning Level (NPL) for new international student commencements will stay at 295,000 — the same figure as 2026. For students planning a 2027 start, the cap regime isn’t tightening further, but it isn’t loosening either. Provider choice and application timing still matter more than they did before caps existed.
What changed
The NPL sets the total number of new overseas student commencements the government allows across the sector each year. It was set at 295,000 for 2026 — 25,000 higher than 2025 — under the framework that also introduced Ministerial Direction 115 for visa processing priorities. The Department of Education’s announcement keeps the 2027 figure at that same 295,000, and confirms no active provider will receive a lower allocation in 2027 than it held in 2026.
The department describes this as providing “stability and continuity” for the sector, rather than a further expansion or contraction.
Who it affects
- Prospective students applying for 2027 intakes at CRICOS-registered universities, TAFEs, and private providers.
- Providers setting recruitment and marketing plans against a known, flat national ceiling.
- Education agents advising students on which providers are likely to have remaining capacity through the year.
What you should do
- Don’t wait for the cap to loosen. A flat national number for a second year running suggests provider-level allocations, not the national total, are the practical constraint on your application.
- Apply early for high-demand providers and courses. Individual providers can fill their own allocation well before the national figure binds.
- If applying for a mid-to-late 2027 intake, ask your prospective provider directly how much of their allocation is still available — this isn’t always public information.
- Keep a backup provider in mind, particularly for popular capital-city institutes.
What hasn’t changed
